2 cups all purpose flour
1/2 cup rice flour
1/2 cup clarified butter or ghee
1 1/3 cups oil for frying
3 1/5 - 4 cups full cream milk
1/2 cup white sugar
3/4 teaspoon cardamom powder
Mix all purpose flour with water to make dough. Shape dough into 8-10 balls. Set aside.
In a separate bowl mix rice flour and clarified butter to form a nice thin paste.
Make thin rolls from the above maida (whole wheat flour) balls and spread the rice flour paste over them.
Join 3 rolls side-to-side so that it makes one thick shape. Fold it in half and cut into long rectangles, then reshape into dough balls.
Heat oil in a pan and fry the dough balls until they are golden brown. Drain the excess oil and set aside.
In a separate pan, boil milk and simmer until it reduces by half; then add sugar and cardamom powder.
Serve Peni with milk on top.
